SACRAMENTO, Calif. — California lawmakers voted to keep the Diablo Canyon nuclear plant open for five more years, ultimately siding with Gov. Gavin Newsom's controversial call to lend PG&E up to $1.4 billion and reverse plans to shutter the facility.
PG&E agreed six years ago to close the plant in 2025 in part because of safety concerns in the event of a major earthquake along fault lines near the coastal San Luis Obispo County site and as environmental groups pressured the state to do more to meet its renewable energy goals.

Democrats and the campaign of Gov. Tony Evers say that Tim Michels is threatening violence. Michels spokesperson Anna Kelly is downplaying his remarks, saying “only political hacks and media accomplices would freak out about Tim using a figure of speech.” His comments on a conservative talk radio show come amid a strong pushback to a story published earlier this week by the Milwaukee Journal Sentinel detailing his charitable giving.
President Joe Biden has brought back a veteran of past Democratic administrations to put in place the climate part of the Inflation Reduction Act. Biden on Friday put John Podesta in charge of shaping the administration's ambitious climate package, newly invigorated by $370 billion from Congress. Biden also announced the departure of his current climate adviser, Gina McCarthy. A former Environmental Protection Agency chief, McCarthy had led Biden’s domestic climate program during Democrats’ two years of struggle to get the climate financing through Congress.
A federal judge has thrown out an indictment charging a boat captain with manslaughter in the deaths of 34 scuba divers three years ago off the California coast. Judge George Wu ruled Friday that the indictment charging the captain of the dive boat Conception with seaman’s manslaughter failed to allege that Jerry Boylan acted with gross negligence. Federal prosecutors argued that the law only requires proving simple negligence. Prosecutors say Boylan failed to post a watch on the boat the night in September 2019 when a fire led to one of the deadliest maritime disasters in recent U.S. history.

Authorities say a passenger van carrying several warehouse workers overturned on a major highway in northern New Jersey, killing four people and injuring eight others. The crash on the Palisades Interstate Parkway in Englewood Cliffs occurred around 1:25 a.m. Friday. Authorities say the van ended up in the center median of the southbound lanes of the highway, leaving the driver and all the passengers trapped inside the vehicle. The four people killed were pronounced dead at the scene, while the injured people were being treated at hospitals. Authorities say everyone in the van was from New York City, but their names and further details about them have not been released. The cause of the crash remains under investigation.

Mississippi's capital city is struggling with its water system. Many of Jackson's 150,000 residents have had little or no water coming from their faucets the past several days. Problems started days after torrential rain fell in central Mississippi and altered the quality of the raw water entering Jackson’s treatment plants. That slowed the treatment process, depleted supplies in water tanks and caused a precipitous drop in pressure. Jackson has longstanding problems with water quality. It has aging pipes that break. The water treatment plants have had problems with equipment and staffing. And, Jackson has been under a federal order to fix problems with wastewater.

The case stems from a lawsuit Newfield Exploration filed against the state after the Department of Trust Lands conducted an audit in 2016 that claimed the company was underpaying royalties to the agency. Judge Robin Schmidt’s ruled last year that the state’s claim of a breach of contract could not be proven. In a unanimous ruling Thursday, the high court's justices said the lower court should have focused on state’s position that the company underpaid royalties.

A Florida man is facing charges that he left dead animals three times at a memorial for the 17 victims of the Parkland high school massacre. Authorities said Friday that 29-year-old Robert Mondragon left a dead duck, raccoon and opossum on bench that is part of the memorial garden outside Marjory Stoneman Douglas High School. He was charged with defacing a monument, a felony. He was also charged with violating probation of a previous indecent exposure and assault conviction. His attorney, Andrew Coffey, said Mondragon had a difficult and traumatic childhood. He said Mondragon was the child victim in a criminal case that is pending. He declined to give further details.

The Humane Society of the United States says it has removed the last group of beagles from a troubled breeding facility in Virginia. The facility in Cumberland planned to sell the dogs to animal testing labs. But it was cited by federal officials for violating the Animal Welfare Act. The Humane Society says it took away the remaining 312 dogs on Thursday. Nearly 4,000 were removed. They’re being taken to shelters and other rescue sites that are finding them homes. People for the Ethical Treatment of Animals initially investigated the facility. PETA found dogs to be living in crowded and stressful conditions. A federal judge approved a plan to remove them in July. Envigo RMS owns the facility and plans to close it.

A legislative audit of the Southwest light rail project shows the cost of Minnesota’s most expensive public works project has more than doubled over the past decade to $2.7 billion. The report released Friday by the nonpartisan Office of the Legislative Auditor says the rail line connecting downtown Minneapolis and Eden Prairie has been delayed by nine years and that 20% of the project remains unfunded. Auditors noted the regional planning agency building the line, the Metropolitan Council, has not indicated how the shortfall will be funded. Southwest is an extension of the Green Line and is more than 60% finished.

Two residents of the restive Wollega region’s Horo Guduru area said an armed group from the ethnic Amhara community, known as Fano, targeted ethnic Oromos indiscriminately. Representative of the Fano could not be reached, and a spokesman for Ethiopia's federal government hung up without answering questions. Ethiopia has experienced widespread ethnic rivalry and conflict since Prime Minister Abiy Ahmed came to power in 2018.
The Chicago Bears say President and CEO Ted Phillips will retire at the end of the season after nearly 40 years with the franchise. Phillips, an accountant by trade, joined the Bears as the team’s controller in 1983 and spent four years in that position before moving up the organization’s ladder. He became president in February 1999 and has had a hand since then in hiring four general managers, including Ryan Poles this year. Most recently, his focus has been on purchasing a 326-acre tract of land in suburban Arlington Heights, Illinois, where a new stadium and entertainment complex could be built.
An Associated Press analysis found many U.S. states barely use “red flag” laws that allow police to take guns away from people threatening to kill, a trend blamed on lack of awareness of the laws and a reluctance to enforce them even as gun deaths soar. The AP found the 19 states and the District of Columbia that have such laws used them 15,049 times since 2020, fewer than 10 per 100,000 adult residents. Experts called that woefully low and not nearly enough to make a dent in gun violence, considering the millions of firearms in circulation across the country.
At least one person was stabbed and another shot at the Mall of Georgia outside Atlanta. Police say the incident happened Friday when a suspected thief began smashing jewelry counters inside the Macy's store at the mall. News outlets report the suspect then stabbed at least one person and a Gwinnett County police officer shot the suspect. Police haven't released details on either person's medical condition. No further details were immediately released.

The Cocopah Indian Tribe says the state of Arizona acted against its wishes by stacking shipping containers on its land to prevent illegal border crossings. The tribe said Friday that it told the governor's office that the state put 42 double-stacked containers on its land near Yuma. It has shared several concerns, including that the containers may topple, as they did during construction. It is a potential setback to Gov. Doug Ducey, who says the barriers are “a major step forward to secure our border,” even though they have failed to make a difference so far.
The U.S. Food and Drug Administration has posted another negative review of a closely watched drug for the deadly neurodegenerative disease ALS. The FDA review comes ahead of a rare meeting next week where drugmaker Amylyx will have a second opportunity to make a public case for its drug. The drug has become a rallying cause for patients with ALS, their families and members of Congress who’ve joined in pushing the FDA to approve the drug. But regulators said Friday that new analyses submitted by the drugmaker are not “sufficiently independent or persuasive” to establish the drug’s effectiveness. On Wednesday outside FDA advisers will vote on whether to recommend the drug's approval.

A series featuring some of the best offensive stars in the WNBA has so far been defined by defense. Breanna Stewart and A’ja Wilson have played like the two best players in the league as the Seattle Storm and Las Vegas Aces split the first two games of their semifinal series. Boston Celtics forward Danilo Gallinari has torn the ACL in his left knee. Such injuries typically involve a recovery process of up to a year, meaning it would be unlikely for the veteran to play this season. Gallinari tore the same ligament in 2013. The Celtics signed Gallinari to a two-year, $13 million contract in July. He averaged 11.7 points for Atlanta last season. The 34-year-old Gallinari was hurt while playing for Italy in a FIBA World Cup qualifier against Georgia this past weekend.
Russian energy giant Gazprom has raised the possibility of a prolonged halt of natural gas supply through a key pipeline to Germany, citing the need for urgent maintenance work. The state-run energy company said in a social media post on Friday that it had identified “malfunctions” of a key turbine along the Nord Stream 1 pipeline, which carries natural gas from Western Russia to Germany. It said the pipeline will not work unless these are eliminated. Early on Wednesday, Gazprom completely halted the flow of gas through Nord Stream 1 in line with an earlier announcement, adding that the stoppage would last for three days.
Paige Bueckers intends to play basketball for Connecticut in the 2023-24 season after recovering from an ACL injury and surgery that's sidelined her this season. Speaking on campus Thursday for the first time since being hurt, Bueckers was adamant that she won't enter the 2023 WNBA Draft. The 21-year-old Bueckers had an injury-marred 2021-22 season. The Minnesota native returned for the NCAA tournament this spring and helped UConn to the title game, which it lost to No 1 South Carolina. In early August, Bueckers injured the same knee in a pickup game. The national player of the year as a freshman had surgery four days later.
